The FDA has approved the MCV4 meningococcal vaccine (Menactra) for use in children as young as 9 months of age. It was already approved for use in children as young as 2 years old. It is given as 2 doses, three months apart.
It is not currently recommended for healthy children at this age; it is only used in those at high risk due to immune system problems. Healthy children are vaccinated starting at 11 years old.
